目的Purpose
本聲明依據 ISO/IEC 17024:2012 第4.3條制定,公開說明德瑞亞國際驗證股份有限公司(DERUIYA International Certification Co., Ltd.)在人員認證活動中維護公正性、獨立性、客觀性及誠信之承諾。
This Statement is established in accordance with ISO/IEC 17024:2012, Clause 4.3, to publicly demonstrate the Certification Body's commitment to maintaining impartiality, independence, objectivity, and integrity in all personnel certification activities.
公正性承諾Impartiality Commitment
本機構最高管理階層充分瞭解公正性對人員認證活動的重要性,並承諾維護所有認證活動之公正性、獨立性及客觀性。
Top Management recognizes the importance of impartiality in personnel certification and is committed to safeguarding impartiality, independence, and objectivity throughout all certification activities.

The Certification Body commits to the following:
所有認證活動均以公平、公正、客觀及一致性原則執行。
All certification activities are conducted in a fair, impartial, objective, and consistent manner.
所有認證決策均僅依據客觀證據及認證方案要求作成,不受任何商業、財務或其他不當影響。
Certification decisions are based solely on objective evidence and certification scheme requirements and are free from commercial, financial, or other undue influences.
本機構持續辨識、評估及管理可能影響公正性之風險,並採取適當措施予以消除或降低。
The Certification Body continually identifies, evaluates, and manages risks to impartiality and implements appropriate measures to eliminate or minimize such risks.
所有參與認證活動之人員均須遵守公正性、保密及利益衝突管理要求。
All personnel involved in certification activities are required to comply with requirements relating to impartiality, confidentiality, and conflict of interest management.訓練與認證之獨立性Independence of Training and Certification
為確保認證活動之公正性,本機構承諾:
To ensure impartiality, the Certification Body commits that:
訓練活動與認證活動維持組織及作業上的獨立性。
Training activities and certification activities are structurally and operationally independent.
本機構不要求申請人必須接受本機構或任何特定訓練機構所提供之訓練,作為取得認證之前提條件。
The Certification Body does not require applicants to complete training provided by itself or by any specific training organization as a prerequisite for certification.
是否參加本機構或其他單位辦理之訓練,不會影響考試、評量或認證決策結果。
Participation in training provided by this Certification Body or any other organization shall not influence examination results, assessment outcomes, or certification decisions.
本機構不宣稱或暗示參與任何特定訓練可提高取得認證之機會。
The Certification Body does not claim or imply that participation in any specific training course increases the likelihood of obtaining certification.公正性管理機制Impartiality Management
本機構建立公正性管理機制,以持續維護認證活動之公正性,包括:

設置公正性委員會,代表不同利害相關者監督公正性管理。
Establishing an Impartiality Committee representing relevant interested parties to oversee impartiality.
建立利益衝突識別、申報及管理機制,避免任何可能影響認證公正性之情形。
Establishing processes for identifying, declaring, and managing conflicts of interest.
定期執行公正性風險評估及管理審查,以持續改善公正性管理機制。
Conducting periodic impartiality risk assessments and management reviews to ensure continual improvement.

本機構將持續遵循 ISO/IEC 17024:2012 之要求,維護認證活動之公正性、獨立性及可信度,確保所有申請者及已認證人員均受到公平、一致且無歧視之對待。
The Certification Body is committed to complying with the requirements of ISO/IEC 17024:2012 and to maintaining the impartiality, independence, and credibility of its certification activities, ensuring that all applicants and certified persons are treated fairly, consistently, and without discrimination.
本聲明經最高管理階層核准,並定期檢討其適宜性及有效性,以持續符合 ISO/IEC 17024:2012 之要求。
This Statement is approved by Top Management and is periodically reviewed to ensure its continuing suitability, effectiveness, and compliance with ISO/IEC 17024:2012.
